About SMART-IX

SMART-IX is the exchange point of the French Caribbean territory of Saint-Martin, described by its operator as a public non-profit initiative of the territorial authority whose members define the operating conditions themselves. Its stated purpose is to let local operators exchange traffic on-island, and it is presented as part of the wider CARIBIX project for Caribbean digital exchange. The participant table is the substance of the record: it puts the two dominant operators of the divided island — Dauphin Télécom on the French side and Telem, the Sint Maarten incumbent, on the Dutch side — together with UTS/FLOW, a local data centre operator and the territorial government on one fabric.
