Submit a member application form, use a public autonomous system number registered with the appropriate registry, keep accurate whois records, and subscribe to at least one port. Membership categories are Associate, Peering and Principal or Institutional. All frames must carry the same source MAC address; permitted ethertypes are IPv4, ARP and IPv6 only; duplex and speed must be set explicitly rather than auto-negotiated.
