The city paid to make this site buildable. Västerås stad spent about SEK 8.8m moving a grain store to a local heritage museum, diverting a ditch and constructing an 8,000 m² stormwater pond at Kvastbruket, near Hökåsen, then co-financed a SEK 2m access road. Amazon's plans for the 30-hectare plot set out four data halls of 200 by 60 metres apiece, some 48,000 m² of floor area in all, backed by 72 diesel generators. Construction started in the summer of 2017, operations began in 2018, and full capacity was originally targeted for 2022; AWS said in November 2024 that further main buildings at Västerås were due to complete in mid-2025.
