Seawater from a decommissioned power station does the cooling at the SINES Data Campus, which Start Campus is building at Zona C1.1, Lote 1 of the ZILS industrial and logistics zone in Sines, in the Setúbal district about 150 km south of Lisbon. Reuse of the old plant's intake infrastructure gives the design a water usage effectiveness of zero, with no fresh water drawn at all, against a design PUE of 1.1 on entirely renewable power. The campus is planned at 1.2 GW. Its first facility is live at 37.5 MW and the next is planned at 200 MW; capacities for the phases beyond those two have not been published. Davidson Kempner and Pioneer Point Partners stand behind the developer. Nscale said in May 2026 that it would deploy NVIDIA Vera Rubin NVL72 systems at Sines in support of Microsoft's European customers, among the largest such installations in the European Union, and the campus took Best Data Centre in Europe at the Datacloud awards in June 2026.
