About RINEX
Rwanda's exchange launched in mid-2004 after a year of preparation, established by the national IT authority following ISP discussions from 2003, and it is managed by RICTA, the .rw registry body, under a 2014 memorandum of understanding with the telecoms regulator. 19 networks connect at Kubaho Plaza in Kacyiru, Kigali, among them AFRINIC, Packet Clearing House, Netnod and Verisign alongside Rwandan banks, the tax authority and the social security board. AS37224 carries two route servers, and the operator encourages members to peer with both. An applicant must be a recognised legal entity with an RIR-assigned ASN, public address space and a BGP-capable router.
