The scope is the design package rather than the finished building, so the widely repeated description of NDC2 as a Tier IV certified data centre overstates what was awarded. BCX has been a wholly owned Telkom SA subsidiary since 2015; Telkom paused its search for a partner or buyer in June 2024 and announced a combined Telkom and Openserve business go-to-market in August 2026. Interconnection is a single-operator affair here: no BCX building appears anywhere in South Africa's public peering fabric.
