Nine buildings are approved on roughly 400 acres off Hands Mill Highway in unincorporated York County, on land QTS assembled in three purchases on 26 July 2023 for more than $11.2 million - 173 acres of it sold by the county itself. The campus address QTS publishes is 2143 Hands Mill Hwy, near Clover and Lake Wylie. The commitment has grown from the $1 billion announced by the governor's office on 20 September 2023 to more than $8 billion, with 200 permanent jobs at a median $80,000 a year. County Council approved the fee-in-lieu-of-taxes agreement on 18 September 2023; the ground had been zoned Industrial Development since 1986, so data centres were a by-right use and no rezoning was needed. In June 2025 the county amended its zoning text to raise the maximum building height at QTS's request. Council passed a nine-month data centre moratorium on 13 July 2026; the nine buildings hold vested rights because their site plans predate it. Power comes from York Electric Cooperative, with generation from Duke Energy delivered through Central Electric Power Cooperative. The first building is expected in service in 2028, with Phase 2 starting in 2027.
