Deutsche Telekom (AS3320) is unusual in carrying two businesses on one number: Germany's largest retail broadband and mobile base, at 15.1 million broadband lines and 75.3 million mobile customers as at March 2026, and the Tier 1 transit product sold as Deutsche Telekom Global Carrier. The German state still holds about 28.6% of the group, directly and through the KfW development bank.

The published interconnection policy is restrictive — it expects traffic to flow in rough balance both ways, and it expects a signed agreement — and the position has been tested in court: in February 2026 a German appeal court upheld a ruling that a Meta subsidiary owed Deutsche Telekom around 30 million euros for roughly three years of interconnection it had treated as settlement-free. A separate net neutrality complaint from consumer and digital-rights groups was filed with the German regulator in April 2025 and has not been decided. Transit, by contrast, is straightforwardly for sale, over a backbone put at 150 Tbps, on ports at 1, 10, 100 and 400 gigabit.
