Amazon's Caroline County campus sits on Orrock Lane and Stonewall Jackson Road outside Woodford, and nothing is built on it yet. Amazon Data Services holds seven Caroline parcels totalling 984.89 acres; the scheme as filed runs to 1,143 acres over thirteen holdings and crosses the county line into Spotsylvania. The joint permit application lodged with the US Army Corps of Engineers in February 2025 describes eleven two-storey data centre buildings and an office building, roughly 4.5 million sq ft, with three substation pads and an on-site water treatment plant; cooling water would come from Spotsylvania County's municipal supply. Capacity is given as a minimum of about 770 MW by 2027. Sargent Corporation has the earthworks contract and puts the first phase, some 1,300 acres of grading, on a March 2027 completion. Behind that sit a June 2023 rezoning, land bought through 2023 and 2024, an incentives package agreed in November 2024, and a Corps comment period that closed on 15 March 2025. The contractor calls the project Mattameade; it also travels as Orrock Tech Campus.
