A metal refinery stood on the 3.86 hectares at Bashley Road until the Old Oak and Park Royal Development Corporation consented its replacement in September 2020, and the building rising there is the most vertical data centre in west London: five storeys carrying ten halls across 58,842 sq m of consented floorspace, with a 66 kV substation inside the same scheme. The Development Corporation, not the London Borough of Ealing, determines applications on this land - outline permission 20/0037/FUMOPDC with a section 106 agreement dated 4 September 2020, reserved matters approved under 21/0077/REMOPDC. The carbon-offset contribution collected against the outline permission came to 6,999,573 pounds, the largest the Corporation has taken from any scheme, and it has since drawn 121,200 pounds from that fund in July 2024 and 705,076 pounds in January 2025. The planning file describes an applicant and a scheme without naming an occupier; the Microsoft connection is documented in the commissioning and contracting record instead. No power figure appears in the file or in any operator statement.
