Cotton City Industrial Park, LLC owns the 122 acres at the southeast corner of W Houser Road and Estrella Road in Eloy, about 60 miles southeast of Phoenix, where Ryan Companies US has filed to build a 400 MW data centre campus. The Eloy Planning and Zoning Commission recommended approval of the rezoning to General Industrial with a Planned Area Development overlay on 15 January 2025, and no construction has followed. As filed the scheme runs to three buildings of 285,120 sq ft each, more than 855,000 sq ft in the first pass and up to 1.25 million sq ft at full build-out. Cooling is closed-loop, with average water demand put at 219,600 gallons a day. The application carries a construction cost of $687.5 million, about $1.8 million in impact fees and 4,800 construction jobs. The same ground was filed in early 2024 as a 1.9 million sq ft warehouse park that never started.
