Cherwell District Council approved reserved matters for a data centre on the D1 site at Graven Hill, off Circular Road at Ambrosden on the south-eastern edge of Bicester, on 6 August 2026. Application 25/03310/REM was submitted in December 2025 under outline permission 22/01829/OUT and decided by delegated officers, and the consent runs under storage and distribution use class B8. Graven Hill Purchaser Ltd, a property development and letting company, is the applicant; no operator has been named for the completed buildings. An energy statement by SLR Consulting puts total demand at 3,810,000 MWh a year, which the document compares to roughly a million Oxfordshire homes, while the application gives no megawatt rating at all. Cooling is closed-loop and water-light, free for around 60% of the year with mechanical coolers behind it. The developer has told the Graven Hill residents' association that a power supply contract is already secured, without disclosing terms, and puts employment at 500 to 800 jobs once operational, about half of them remote. BREEAM Excellent is an aspiration written into an outline condition rather than a rating held.
