This is the 9000-byte MTU VLAN of the Seattle Internet Exchange, a peering LAN in its own right on 149.112.96.0/22 and 2001:504:16:1::/64 running alongside the exchange's 1500-byte VLAN. It is not a separate connection: the operator trunks it onto a member's existing circuit, so it consumes no additional port and reaches the same buildings as the standard VLAN.
