491st Ave & Thomas Rd, Tonopah, AZ, 85354, US
West of Phoenix at the corner of 491st Avenue and Thomas Road, Maricopa County supervisors approved 638 acres for industrial use on 18 February 2026, moving the land from Rural-43 to IND-2 light industrial under an Industrial Unit Plan Overlay and shifting its comprehensive plan designation from rural development to utilities. The assessor's address for the ground is 3503 North 491st Avenue, Tonopah. Nine buildings of roughly 250,000 sq ft each are drawn on the concept plan - 2.25 million sq ft in all - beside a 26-acre switchyard, and the overlay allows substations, battery storage and on-site generation for the campus's own use or for sale. Grandilla (Arizona) Inc and Foot Creek Corporation of Arizona own the desert it would stand on, and Capital Power's Harquahala plant, close to 1 GW of gas-fired capacity, sits nearby. No developer, operator or load figure has been made public.
