What constrained this campus was sewer capacity, not electricity. The plans Microsoft lodged with the City of Goodyear had each of five buildings drawing a million gallons of water a day, roughly 1.83 billion gallons a year, and the city did not have the wastewater plant to carry it. The two sides rewrote their development agreement in March 2023: the campus moved to air cooling, took a wastewater allowance capped at 1.2 million gallons a day, had its impact fees reimbursed and replaced, and committed to finishing a dedicated discharge line by 31 August 2024. By December 2024 the site was being described as zero-water cooled. The land came in three purchases - 279 acres near Phoenix Goodyear Airport in August 2018 for about 48 million dollars, 147 acres more in April 2019 for about 37 million, and 100 acres from First Industrial Realty Trust in June 2026 for 131 million. The West US 3 region the campus anchors launched on 15 June 2021. Microsoft runs a second Arizona campus at El Mirage, which coverage of Goodyear regularly folds into this one.
